NOTICE: Effective 12AM, 8/23/25, the price per college credit will increase from $90 to $95. Because this is occuring while the college is closed, our system has already updated to reflect the change in pricing.

Rest assured that if you submit a Credit Conversion Request Form prior to 12AM, 8/23/25, you will be refunded $5/per college credit when we reopen on Monday, 8/25/25.
Important Notice: Federal Government Shutdown Impact on Credit Conversion Program

Due to the ongoing federal government shutdown, FEMA has taken the entire Independent Study course repository and course records system offline. As a result, students are unable to:
- Complete FEMA Independent Study courses and exams
- Access FEMA Independent Study course records
Frederick Community College is actively working to identify a process to validate previous course completions so we can continue to award college credit for previously completed courses during this period of disruption.

Please note: new credit conversion requests may take longer than usual until FEMA restores access.

Credit Conversion Request Form

MACEM&PS | FCC

Please use this form to convert your FEMA courses into college credit from the Mid-Atlantic Center for Emergency Management & Public Safety at Frederick Community College (MACEM&PS|FCC).

Hepful Information:
- We award college credit for many of FEMA's Emergency Management Institute - Independent Study (EMI IS) and Center for Domestic Preparedness (CDP) online courses. The FCC Course List shares the FEMA courses that are eligible for college credit.
- Credit conversion cost is $95 per credit.
- College credit is assigned a ‘P’ for Passing. A ‘P’ is equivalent to a grade of ‘C’ or better and does not factor into calculating GPA.
- All credit conversion requests require 2-3 weeks for processing. No expedited services available.
Semester Dates:
Spring 2026 Semester: 1/6/26 – 5/28/26
Summer 2026 Semester: 5/29/26 – 8/21/26
Fall 2026 Semester: 8/22/26 – 1/4/27
Spring 2027 Semester: 1/5/27 – 5/31/27
Future semester dates TBA.

To obtain credit within your desired academic semester:
- The required EMI IS and/or CDP course(s) must be completed any time prior to the end of the desired academic semester
  and
- The Credit Conversion Request Form must be completed within the desired academic semester.
  and
- Your official course record must be sent to FCC within the desired academic semester.
